This is more a water and community initiative  than water community and art initiative . But it  is a big programme with multiple sub-projects and I imagine art will feature in some cases.


This is project overseen by The United States Environmental Protection Agency  (EPA).


It very much about looking after urban waters in relation to community development / well being.

 

This quote sums this up,  and was cited in the Hydrocitizenship Project application

 

we believe a deeper connection to local water bodies can bring a new cycle of community hope and energy that will lead to healthier urban waters, improved public health, strengthened local businesses, and new jobs, as well as expanded educational, recreational, housing, and social opportunities. (Urban Waters Federal Partnership 2011: online).  


Urban Waters Voices is a series of video interviews featuring locally led efforts to restore urban waters in communities across the United States. These videos feature local efforts and strategies to improve urban water quality while advancing local community priorities. See here
